Upload an SOP

Drop a training video, a procedure doc, or a Zoom recording. Each upload writes a raw signal; the SOP-upload pipeline then runs Whisper transcription, doc pagination, and Claude-driven extraction to produce procedure_definition intents, novel entity-type suggestions, and committed-step flux events.
